Any any federal agency there are employees that are secretaries, budget, contracts, AA types, trainers, cleaning crew, facilities (light bulb changers), and a vast number that are hired to get in the way and say no. Only 15-20 percent do the core function and half of them are stupid. Okay more than half.

If you shoot at a deer and the deer hears your gunshot it’s because you missed!
It’s not the gunshot that scares them, it’s the click of reloading.
