DoJ guidelines are irrelevant. POTUS can pardon anyone he likes. There is no requirement that guidelines be observed.

pardon the controversial former Sheriff Joe Arpaio Arpaio's prosecution was completely political to start with so a political pardon was justified.
Also, I wonder if DOJ guidelines say give to pass to someone who allows any and all enemies access to thousands of secret and top-secret emails?
