I cannot view video’s on this computer, have Adobe Flash removed on it.
But I don’t believe the video is real. The only case I know of that might be construed this way was when ISIS left the Tabqa dam area and went to Raqqa, there was a deal made with ISIS and SDF to allow them to go to Raqqa if they would leave the dam intact. If that is this video, it might be real. Otherwise, NO DEAL was ever made to let ISIS go.
In the beginning there were some financial people that left Raqqa before the Tabqa assault and the US did not destroy them as leaving. Suspect it was Gulf oil money men. No proof, but I suspect it.

Unfortunately US citizens receive almost no reporting on the wars in which our troops are engaged and dying ( multiple fronts and nations)
and especially what little is reported from Syria by western sources is sadly driven by the pre-Trump deep state agenda to take down the. 3- times elected Assad, regardless of statements about “ annihilating” ISIS
