--a bit of history on John Burton--he was my congressman for a time when I lived in the Bay Area thirty-some years ago.

He resigned in mid-term (or may have been "resigned by his staff) because he was so stoned by ten in the AM that he was completely non-functional.

Older brother Phil (another congressman-another story) must have got him into rehab and he recovered to fit into Mexifornia politics--
