Sources said education officials also were concerned about the disparity between passing rates among white and minority candidates.
In 2013-14, only 48 percent of aspiring black teachers and 56 percent of prospective Hispanic educators passed, compared to 75 percent of white candidates, the website Chalkbeat reported in February.
And there you have it.
The public school bureaucrats think that when it comes to hiring teachers, racial diversity is more important than knowing how to read.
This is what happens when you put idiots in charge.
Typical liberal solution. Rather than finding ways to bring minority teachers up to scratch, you do away with the requirement.

Does a teacher have to be a University graduate...or is that optional now?
How does it help our children to be taught by illiterates?
Language, reading, speaking, all sharpen the mind and make us more able to cope with the world around us.
This is not just nonsense, this is disaster planned for the next generation.

Why have schools at all then? If the kids can’t be taught anything for the time they are there then the schools are nothing more than day care centers.

One city’s school district would not take retired engineers to be math and science teachers. Education degrees only. The most useless degree, besides gender/ethnic studies.
How do they get to the point of taking a test to be a teacher if they can’t read?

A rule postulating that any and all government programs – federal, state, or local – no matter the program’s intent, level of funding, or degree of popular/political support from conservative or liberals – will eventually undergo metamorphosis into a jobs program.
The original goal will thereby become completely subservient to the bureaucratic need to maintain and grow a vested support group.
The rule was first described by Randy Roberson, (b. 1958 - ) Dubach, Louisiana, USA.
Roberson is a good friend of mine, and is President of the Lincoln Parish (County) Police Jury, which is the equivalent to a county commission in states other than Louisiana.
They are automatically promoted and eventually graduated out of high school, primarily because the school system does not want to deal with them anymore. Someone else's problem now.
They are admitted into college on affirmative action. They get to major in two marshmallow fields "recreation and sports" or "elementary education". Even in those easy fields they get a free pass. The college doesn't care, they got their tuition.
Next stop, government job. How 'bout teaching?
