IIRC, the incoming president takes the oath of office before going outdoors.
The outdoor ceremony is just a repeat for public consumption.

That is correct. The official swearing in takes place inside the Capital. A few documents are signed and then the public “swearing in” takes place outside.
Before Trump walks outside, he should sign off on his executive orders eliminating a bulk of Zero’s legacy. Then during his acceptance speech let his supporters aware of his orders.
