MO: Override of Gun Reform Veto Likely

On May 13, 2016, the Missouri legislature passed an omnibus gun legislation reform bill, SB 656.  It was the last day of the session.  While widely heralded as a permitless or "Constitutional" carry bill, there were several other notable features.  From the NRA-ILA:

A veto override looks very likely for September. Depending on definitions and how they are counted, Missouri will be either the 10th (not counting Montana or Arkansas) or 12th permitless or "Constitutional" carry state.

I figure MO will be the 11th, counting AR, but not MT.

I have said that if the Democrats would truly embrace the Second Amendment, they would win many more elections.

In order to embrace the Second Amendment they would have to have an honest and candid attitude.

In other words, they would no longer be Democrats.

It’s not exactly constitutional carry if you are still required to have a permit for concealed carry.

What state are you referring to?

The Missouri bill will not require a permit for concealed carry, at least not in the vast majority of places.

There are always a few places where people are not generally allowed to carry weapons, such as prisons or mental hospitals.

I'm in AR and I wouldn't consider us a "CC" carry state. 17 of 75 county prosecutors say that Act 746 doesn't say open carry is legal (even though the text DOES!) Anyways, a half dozen citizens have been arrested for "disorderly conduct" when they open carry.

The AG has NOT written a letter that gives her opinion yet, and we have a vague "on a journey" clause. Yes we have open carry, legally, but good luck and have some money in the bank or an attorney on standby if you get in some areas.

Nixon crapped in Koster’s foxhole. Republican candidate for Governor, Eric Greitens will run with this thing. Having watched most of this debate in Jeff City, every black Democrat legislator was opposed to Constitutional Carry. Most Dems were as well. Most Republicans in favor.

The article states:

“Specify that except for credit card fees incurred, no additional fee beyond $100 may be charged to process concealed carry permits and allows military members extra time to renew their permits”

Sounds like permits will be required for concealed carry.

Nope. A permit is allowed for, but it is not required.

As with all states that have instituted Constitutional Carry, Missouri will maintain its carry permit system for those who want a permit.

There are several good reasons to want a permit. It allows you to bypass the NICS instant check system. Most permits are recognized by numerous other states. Some states allow people with a permit to carry in a few places that you may not carry without a permit.

So the permit basically allows you to carry in other states that have reciprocity agreements with Missouri.

“May issue” in New Jersey is a laugh. They “may” issue you a carry permit, but you must have a “justifiable need to carry a handgun.” Unless you are “connected” or in law enforcement, you are told you don’t need it.

Any permit, registration or other requirement is a clear violation of the right recognized in the second amendment, anyway.

When your philosophy is that the people you “represent” are idiots who cannot make their own decisions, preventing them from being armed is a no-brainer.

Sadly, we don’t have a republican running for governor this year. A pro life “former” democrat got 1/3 of the vote to win the primary.
