If history is any guide, there will be a period of reform, which will last until those doing the reforming become enamored of the power they wield, or are bought, and then the corruption returns.

Which is why we need TERM LIMITS to get them out before that happens, and ANONYMOUS POLITICAL DONATIONS so they can't be "bought". (Can not sell influence if you don't know who is buying)

Term limits will do nothing to clean up the self-serving bureaucrats who infest the system and infect the elected.
We need to end civil service unions.

Trump is going in as a turnaround expert. His entire legacy depends on his cleaning up the system, making government run effective and cheaply, and making America great again.

And to Trump, his legacy is everything.

It is very difficult to create a system where quid pro quo is eliminated. Strangely, it is a trust system now in order to avoid the appearance of quid pro quo. IMHO, the buying and selling of politicians is impossible to stop.

It goes even deeper than ending civil service unions. There should be a limit to the number of years that one can work for the federal government. Also no pensions whatsoever attached to federal employment.

I agree, but the foreknowledge of that fact will increase the opposition to Trump to giant-sized proportions. Set up the guillotine and get the knitting ready; popcorn won't cut it this time.

Even totalitarian states whose masters murder millions have corruption. No government of any form devised by man can be entirely free of it. It is why our Constitution only functions for a moral and religious people - because those are the only sorts who can hold corruption in check.
