Pretty broad brush there. Two thirds of Black Americans are doing acceptably well. The underclass gives a false impression of the Black population as a whole.

And there is gathering evidence that past environmental stresses can affect the activation of genetic material in subsequent generations. Until maybe ten years ago science did not recognize this; but the discovery that genes can be turned on or off and passed on in a such states, gives reason for caution in poo-pooing the idea that what our ancestors experienced has no bearing on how we react to our environment.

I am of the opinion that black people, as a race, are incapable of effective self government. As evidence I would submit any nation in Africa and any large American city that has a large African American population and a predominately Black city government. Detroit comes to mind but there are many others.
