RI H7199 Introduced – Bill to Ban and Confiscate Firearms Magazines. (Rhode Island)

On January 15th, 2016 RI State Representatives Regunberg, Carson, Ajello, Handy, and Almeida introduces H7199 "A N A C T RELATING TO CRIMINAL OFFENSES -- WEAPONS" which would amend RI General Laws Section 11-47-2 adding several new definitions as well as adding Section 11-47-64 "High Capacity Magazines"

In 11-47-2 (12) they have defined "High capacity magazine" and "large capacity ammunition magazine" means any ammunition feeding device with the capacity to accept more than ten (10) rounds, or any conversion kit, part, or combination of parts, from which such a device can be assembled if those parts are in the possession or under the control of the same person...

11-47-64 High capacity magazines goes on to stipulate:

(a) No person, corporation, or other entity in the 12 state may manufacture, import, possess, purchase, sell or transfer any high capacity magazine. Every person violating the provisions of this section shall, upon conviction, be subject to imprisonment for no more than ten (10) years.

and

(c) Any person who, prior to the effective date of this section, was legally in possession 28 of a high capacity magazine, shall have one hundred twenty (120) days from such effective date 29 to do any of the following without being subject to prosecution:

(1) Remove the high capacity magazine from the state;

(2) Sell the high capacity magazine to a licensed firearms dealer; or

(3) Surrender the high capacity magazine to the appropriate law enforcement agency for 33 destruction subject to specific agency regulations.

This not only bans these magazines but also provides for the de facto confiscation of private property.

Because swapping out clips on in a handgun takes like forever....

Fricking moroons , reminds me when Colorado had some loonbat wanting to ban magazines as well.... f***ing libtard idiots...

Will not affect the bad guys, who will either disregard the law. Or carry bags of extra magazines. Our “leaders” need to ban bad people, bring back the death penalty, and create harsher penalties for killers. They would rather disarm good people than keep bad guys from killing us. Idiots.

So how many outsiders, say from Mass,Penn or NY have legal gun ownership in that peculiar little state of RI?

Its about disarming, not making things safer.

They know the current armed thug criminals will disobey this law just like any of the other laws they have broken and will keep breaking.

They do not want to effect the bad guys, nor do they have any intentions to. Who they want to effect and have every intention to do what ever it takes to do so is the law abiding Citizen. In other words, you and me. They want us disarmed, cowed, and beaten down so at their leisure they can ship us o holding pens, otherwise known as detention centers to wait until the slaughter day.

The leaders of these people are.

Their dupes are people who have severe normalcy bias/societal inertia. They cant envision needing to defend themselves or their loved ones, so nobody else should. They think they dont hve to because so far they never had to, so they thinkmit never will. Because its not important to them it sould not be for anyone else.

Others are irrational paranoids who project their fear they’d blow peopl away if they had guns, and they are just normal people, so nobody else should have guns either. Yet they ave no progblem with cops and govt having guns despite being fallible people too. Despite stats that sow ccw folks are safer and better with their guns than cops are. Facts do not work with irrational paranoids.
