That said, you can’t explain this within the context of governance. It makes no sense. Thus the context of religion enters into the picture.

There needs to be rational quality controls on immigration: health, wealth, education, language. And Islam carries unique costs
People are far from equal in their productivity - you need to be able to discriminate between money-makers and money-losers to manage rationally.
