cops are wining?

I don’t think it is proper to blame the violence in Baltimore on the cops.

That's what I was thinking when I read the article. I don't think Baltimore PD Officers think that this is a game. They are certainly not to blame for the thug violence occurring.

Based on the "evening the score" in the title, perhaps the author meant winning, and not wining.

I heard on a local radio show that the Nation of Islam has negotiated a cease fire between the Crips and Bloods and instead of shooting each other they’re going to go after the cops.

The thugs are taking advantage of the opportunity to settle old scores. Might as well do it when you can get away with it.
