Yes, they should. However, based upon my discussions with my Republican rep, they have no stomach for actually making LAWS. They want to empower agencies to make them. So, Congress has abdicated their role to the unnamed bureaucrats in countless agencies.
I suspect that, in reality, congresscriters like those regulations as it empowers the permanent government. They can rail against the permanent government but have no real intention of changing it.
That is my cynical assessment.

The excuse is that Congresscritters do not have the expertise needed to write these regulations (e.g., for the IRS, EPA, OSHA, FCC, FEC, ...); so they must be written by “professionals”. Note that this did not stop the passage of the Obamacare law.
A simple fix would be that before a new regulation actually takes effect, it must be passed by Congress and signed by the President, just like any other law. This would force Congress to take responsibility.
