10 BALTIMORE Baltimore returns to the list in the no. 10 spot. Echoing survey results, Baltimore is jam-packed with black-oriented cultural and recreational activities, including the soon-to-be completed Reginald F. Lewis Museum, Oriole Park, and an Inner Harbor bustling with shops, nightclubs, and restaurants.
The survey reveals that Baltimoreans have concerns about quality of life: The social scene is wanting, public schools are lacking, and job opportunities are in short supply. The areas recent job growth and future job growth figures are a minuscule 0.5% and moderate 15.1%, respectively. However, at 8.1%, Baltimore has the third lowest number of jobless African Americans of the top 10. Sheila Dixon, city council president and chair of the Board of Estimates, points to new biotech facilities at Johns Hopkins and the University of Maryland which will create new jobs, as well as the relocation of Morgan Stanley from New York City.
Respondents remain content with earnings potential, cost of living, healthcare, and housing prices. While the citys medical cost index is below average, its cost of living index is above the national average. About 32.2% of black households earn more than $50,000, third after Washington, D.C., and Atlanta. The average new home sells for $206,862.
The percentage of blacks holding high school diplomas, at 72.9%, lags behind other top cities. We are reforming our high schools by making them smaller and focusing on industry sectors (e.g., science, finance, and business) a new phenomenon here in the city, says Dixon, noting considerable changes since the state took control in 1997.
Respondents are dissatisfied with black entrepreneurship. In spite of boasting 1.3 million African American inhabitants, the regions density of black residents per black-owned business is low. Baltimore also received low marks for crime and relations between the black community and the police department.

You should re-title the article—Top cities to avoid.
It’s blindingly obvious that where Africans are, whites & civilization aren’t wanted.
Cities will begin to fall to the mob rule of the specified victim class.
I contend that the Top cities for Blacks are those NOT RUN BY LIBERALS!
“Top” should mean something!
Low crime rate.
Good job opportunities.
“Top” does NOT mean, best handouts from corrupt liberals.

I can affirm that Dallas and Houston are minority meccas to stay away from. I simply hate both places. My last trip through Atlanta checked that one off the list as well. I have no need to go there again.

I have an old Black Enterprise magazine issue, which among black businesses, reported on Jesse Jackson’s shake down extortion racket as though it was a legitimate business.
The one where he comes in and says, pay me this, or we start a national campaign saying that you discriminate.
Another thought, I would avoid those 10 cities like the plague this summer. At least half of them are due for an eruption. Kinda like Mt. St Helens.

So how will things unfold after that (so we can prepare ourselves)?
1. Crime will quickly rise since cops won’t be allowed to do their job
2. More white flight - making cities even more black and more economically depressed and hopeless
3. Flight of decent blacks to places that are currently mostly white.
4. Increased accusations on injustice and systemic racism as the economic differences between blacks and white grow even wider
5. Unknown - will white guilt continue to rule whites’ sentiments or will they finally say enough is enough and start pushing back.
6. ???
I took the list as where you don’t want to live.
Rioting, looting, and guest appearances by such crowd pleases as AL Sharpton and the Black Panthers.
LOL A lot of truth right there.
I’ve had a great time in everyone of these cities. Yes, even Columbus. My favorite is Charlotte, maybe tied with DC, mostly because it’s easiest to get around without a car in these cities. Atlanta is hot, but the traffic is a nightmare!
Can’t someone list these 10 cities without us having to click throught 19 pages?
I wonder what black-oriented recreational activities are?
Midnight basketball? Burn down a local business? Assault a cracker?
