he fights the ticket... pointing out that his car was parked on a (not visible but nonetheless) little bridge over a ten foot (former) “creek” ... that has buildings and streets on top of it now... but nonetheless, this “creek” is listed by the Federales as a “navigatable waterway” subject to THEIR Jurisdiction ....
so this fellow claimed the local city lacked the legal authority to issue parking tickets there
Anyway, the judge (probably just in good humor, possibly to avoid a ton of legal research into the “issue”) dismissed the ticket (let the guy keep his ten bucks).
Lesson? Occasionally the Emperor’s Diktats can be stuffed right back up his a..

I feel their pain. Last year on a tour of the islands the tour bus on that particular day passed a lava flow but the tour guide said it was not lawful to stop and let us take photos. The only reason I can think of was to prevent idiots from running up into the lave field, getting scorched, and then suing the Hawaiian gubmint.
nope , finally they simply issued a citation and let them go : No drivers license , no vehicle registration , no automobile insurance , no safety check .
In other words they allowed the public endangerment and potential liability towards the general public , in order to play to the sympathy to these sovereigntyistas .
Had the driver gone down the road and injured or killed someone in an auto wreck , the County of Hawaii would have been 100% liable . That’s a big chance to take , just for the sake of tolerance of the intolerable .

AFAICT, the guy was driving a vehicle that didn't have the government sanction (license plate = tax), but was not dangerous or a threat of any kind
The license plate and, here in America in some states .. the inspection sticker(s) are the official approval that you have paid your tax
