You could spend 1 MILLION per student and if they have the IQ of a doorknob it wont make any difference.
I know it's not PC to point this out, but the reality is not everyone has the same IQ. And it's a scientific FACT that some groups have MUCH lower IQ’s than others.
Thus if you live in a area where a group with low IQ’s moves in ... of COURSE the test scores of the students at the local school are going to go down!
To assume otherwise is to assume that everyone is equally intelligent, and that's just a fairy tail.

Anyone with a room-temperature IQ can learn if they want to.
Anyone with an oven-temperature IQ won’t learn if they don’t want to.
I know what you’re getting at, and as a former professor assure you (with rare exceptions) those who wanted to learn did, and those who didn’t failed - and IQ wasn’t an issue.
It also does not help if the IQs of the teachers are not appreciably higher than the students.
