Were Copper Thieves to Blame For Detroits Massive Highway Floods?
On Monday, as storms rolled across Southeastern Michigan, highways throughout the Detroit area became so flooded that over 1,000 cars were abandoned as their owners fled for higher ground. At least two people died, and it could be several more days before all the highways reopen. The possible cause of this unprecedented disaster? Copper thieves, says CBS Detroit.

Probably partially true but overstated. Flooding in Detroit is not unusual
In my experience, copper is used for potable water and hvac lines. Drainage is usually pvc(etc) or iron.

The copper was to the power lines and controls and pumps designed to pump out the low-laying underpasses and trenches Detroit streets use to go under the railroads inside the city.

The linked story does say ‘tear copper pipes out of the ground’. Most drainage systems I’ve seen have been concrete, with smaller lines plastic or cast iron. I don’t think I’ve ever seen a copper storm drain pipe.

This is a matter of responsibility. A specific unit of government is responsible for the operation and maintenance of the pumps which were missing copper piping. That responsibility includes security and requires periodic inspection. Obviously that was not done. So the head of that government unit and his chain of command all the way to the head of the autonomous government entity are legally responsible for the pumps' failure.
Now it was speculated that thieves, implying agents outside the government, stole the copper piping. Though not established as involved in this case, thieves are always criminally culpable. But that does not relieve the government unit of it responsibility for the operation and maintenance (which includes security and inspection) of those pumps.
The news media, not understanding the adult concept of responsibility, is instinctively doing what it always does; diverting attention from the Democrat run government which failed its responsibility.
They would attack a Republican run government in similar circumstances while defending the poor, hungry, copper thieves.
If not, move the UN there.
Move the UN there, then block all incoming or outgoing traffic.

Although the stolen piping is undoubtedly a serious problem, it doesn’t seem plausible that even fully working pumping stations could have preventing the massive amount of flooding that was visible in news accounts.

The light bulbs for New York’s subways were custom made to screw in opposite to the standard, to minimize their being stolen. Infrastructure suffers when you have less than half the people supporting all the rest.
But the delivery systems of the electricity the pumps require to function are made of copper.
