Our folks in the oilfield are leading the nation in pay, particularly here in Houston. At a previous employer (10 years ago) we had many machinists making over $100K.
Cheap labor it ain’t.
I don’t have a libertarian streak.
I was under the impression we were bringing businesses here because this is a better place to do business. Not because we decided to subsidize them better than the commies.
Texas Two Step. Move production to TX, claim that you’re not really going to leave state X so they don’t try to screw you. Then later move the HQ and explain it as a common sense move ‘to be near the production line.’ It avoids all sorts of unpleasantness with unions.
Toyota just did that for their US operations.
It’s both, but dangling a carrot helps. Also, the amount of money getting paid is neither permanent nor terribly large usually. Unfortunately, it is how the game is played at the national level now, with the economy in the shambles it is in - employers have the whip hand in deciding where to go.
It is when you compare output to salary. NE union idiots make as much if not more, but what they output is often crap. Not so much here.

Not unless you’re an already established one from out of state that has over 500 jobs coming.
Keep in mind that the TEF is a direct reaction to what happened to the Texas economy in the mid to late 80s after the oil crash. Its entire purpose is to bring in out of state jobs in many different sectors so that the crash of any one sector won’t screw the state again.
It should also be mentioned that by attracting ‘anchor’ corporations a lot of other businesses also migrate at zero additional cost to the taxpayer.

What does a receptionist earn? A janitor? I’m sure it is less than they get in Connecticut; you are focused on a specific field that doesn’t even exist in Connecticut.
