In my opnion he was mostly ineffective.
He was not a tyrant and he saw the merit in entering the war of revolution in America. In fact, his navy was the deciding factor in the victory overCornwallis at yorktown. That decision to go to war bankrupt the teetering nation and precpitated the French Republic.

From the perspective of taking territories and exercising power, Louis XIV was a pretty good King of France. Now if you were interested in a free and independent Netherlands, he was downright vile. Also not so good for a Frenchman wanting political or religious liberty.
