Fifty percent is far too low. It should be 75% to 80% for starters beginning with all federal law enforcement bodies. Then we start eliminating whole useless government departments and agencies like the EPA, HHS, Dept of Education, DHS, HUD, Dept of Labor, Dept of Commerce, for starters.

That's a stupid list, here's a better one — agencies commissioned or otherwise authorized by the Constitution:

  1. Post Office
  2. Army
  3. Navy (Marines are a part of the Navy)
  4. IRS (unless you wish to argue the 16th was not legitimately passed)
  5. Secret Service (though they need to stop all body-guard/security work and stick to their job: tracking/arresting counterfeiting)
  6. DOT (though they need to be scaled back on their licensing)
  7. Customs
  8. INS
Axe everything not on that list.
