I believe the whole idea may be to pass so many laws that nobody could possibly obey them all. You could then round up anybody you want at any time.

similar to what Any Rand's fictional character; "John Galt" had said about rights...

Yep, there are so many laws now that we are all guilty of something. The result is we are all subject to selective and subjective police state harassment, fines, imprisonment, etc.
