Great - they want to recruit folks with inner conflicts and who, as a whole have much more in the way of emotional baggae than “straights”.
So the Russians will throw beautiful women at our scientists (and believe me, they have more than enough to go around), and we’ll throw guys in drag at theirs.
...doesn’t sound too effective, at least to me.
