If people doing this don't alert a store so they can special order extra they end up short on stock, sometimes cleaned out completely.

Um...no. Publix rarely ends up short on stock on sales items. In fact I checked a few Publix stores today and they all had plenty of Axe.

They also end up having to deal with the cash short fall while they wait to be reimbursed on coupons.

This is a joke, right? The supermarkets in question are GIANT corporations. This stuff is all streamlined so they really don't have a "cash short fall." Maybe you are thinking of some small mom & pop operation and projecting on to a large corporate entity. Actually that objection is so laughable, I shall be quoting it for its unintended humor.

Did you actually call a few of the Publix stores and "axe" them if they had plenty of Axe?

I always thought it was strange, that all the "axing" that blacks do, more murders aren't reported.
