There are quite a number of different type radios that will easily access 11 and 10 meter and other bands for easy communications that the Gubmint will have difficulty stopping. They will be able to locate sources but only the easy pickin' ones.

Get 10 meter able, keep it low power and communicate quickly then stop. Then move on. Of course this is for post SHTF scenarios.
