You'd have to hack the HDoH's server. Failing that, Photoshop or other forgery skills would be irrelevant.
LOL, no snark intended but that is really quite naive thinking.
First, no server is secure from hackers, even the DOD has been compromised.
Second, it would be way too easy to pay some one off on the inside to change and/or replace whatever you wanted to with another file.
Really, you need to rethink your position.
