Real question is - what IS the alloy? It's certainly not out of the question that a "hollow" ball of this size and weight could fall intact from a satellite of some sort with a decaying orbit. Titanium or some sort of titanium alloy jump to mind, since titanium has an extremely high strength to weight ratio (i.e., it's a strong light metal).

But we have 2 nagging questions: 1) How can a hollow ball that is one yard in circumference and only 13 pounds manage to survive traveling through the earth's atmosphere? And 2) Why didn't this hollow ball collapse on impact? 1) Because it was made of Titanium alloy which is strong and light, and

Because if it's low sectional density, after it reentered the atmosphere, it would have had a relatively low terminal velocity.
