Brenda Speaks, a Ward 4 ANC commissioner, actually urged blocking construction of the planned store in her ward at Georgia and Missouri avenues NW partly because of that risk. Addressing a small, anti-Wal-Mart rally at City Hall on Monday, Speaks said young people would get criminal records when they couldn't resist the temptation to steal.

They should take her out into the streets and humiliate her publicly (in the past they used tar and feathers) for being such a stupid, ignorant, condescending human being!
I agree they are going to get criminal records. If they shoplift in WM they will get caught. In addition to legal penalties, they get a far worse fate, lifetime ban from WM. I read in the local Police report, where a woman, 44, got picked up and transported to the county jail for SL and the next week she got hand cuffed and transported again for trespassing when she tried to enter WM.
At age 5, after swiping a roll of lifesavers from the corner drugstore, my little butt was marched back to the store by my parents who made me apologize and return the stolen loot. Lesson learned. The parents of these ‘kids’ would probably be upset if their offspring didn’t swipe something for them, too.

Walmart is actually good for thieves - they don’t have to be out in the cold stealing car stereos and mugging people.
Walmart gives them a warm, bright place to ply their craft.
It's not unusual for drug addicts to steal 4 or 5 times a day from the same store to support their habit. There are also a significant percentage of the population that has no moral compass and they steal because they feel entitled to take stuff. After all, WalMart is “big retail” etc.
Those arrested almost universally don't seem to be worried about the “criminal record”, but they are shocked that they have to pay the costs of their prosecution and even more shocked that WalMart would ban them.
