Wouldn't you think a spokesman would have taken a speech class in high school or college? This guy Gibbs is the king of adverbial pauses. He constantly stammers and stutters and says umm and aaahhh multiple times in one sentence. It is painful to listen to him. Maybe that's their strategy, speak so poorly that nobody will listen to your twisted obfuscated points.
