No they do not deserve the Purple Heart, was not a combat engagement. It would put to shame the BS/crap many of us that go out the wire each and every day and we don’t get the purple heart for all these injuries that build up thoughout our tour due to the very nature of our daily grind of combat responsibilities..so, no.
Did those servicemen and women killed at the Pentagon on 9/11 receive Purple Hearts?

So, they were not military under fire from an enemy combatant? The question is not whether or not someone else was eligible...were they under fire from an enemy combatant or were they just two guys shot by a disgruntled passerby?
