I haven't seen all the episodes. I loved the fourth season and am working my way through season two. The second season seems to be taking some thinly veiled backhanded slaps at Bush.

Just watch Season 4 and you will see why that dumb-as-nails Craig Crawford tried to link Bush and Bauer.

I think the whole set-up of Season 2 was meant to underscore the belief that Bush recklessly jumped into war against some innocent nations without having all the facts. There was the Cheney look-alike in Palmer's Chief-of-Staff, the mysterious Peter Kingsley who wanted to take the US to war so he could advance his oil-interests (a Haliburton type-figure) in the background and the constant referencing to having just half the facts. Palmer was a Clinton-type figure with an estranged wife who was trying to protect him from a right-wing conspiracy. Yet, I think that was overshadowed by t a far-fetched narrative around Kim..

The producers also played the surprise every 7 minutes into the ground so that "surprise" became predictable -- especially when it came to Kim (way too far-fetched -- persued by a child-abuser who turns out to be a murderer who escapes from police to persue her again. She is involved in an accident with the CHP, escapes into a liquor store that is being robbed-is rescued by a nut-case who wants to kidnap her, etc.)
