Serpent deities were evil Powers who were forbidden to be worshipped as gods and goddesses ever again by Jesus Christ after He was crucified and before He appeared on earth again. So they get around His demand by pretending to be Space Brothers. As for their 'bodies,' because Powers have awesome power over earth, wind, fire, and water it is a simple feat for them to produce a body which they cover themselves in like we put on clothes.

It’s funny, I watched this last night and am familiar with Hall’s story. Don’t necessarily buy it. But then again his recounting of them disguising themselves and roaming around Vegas can be verified by casual observation on any given night there.
