I don't know the reporter's name or the network that he works for, other than maybe ABC or NBC news.
However, the one thing this person points out is that, if he's at the White House and outside, why are there studio lights reflecting off his glasses?

Look at the relative size of the reporter’ head and the windows in the White House. There is quite a distance between them. When I used to go to Washington DC, I would sometimes see a reporter giving a report from two blocks north of the White House across Lafayette Park. There were definitely lights on the reporter.
