The argument is that early civilizations created beer.
It’s the other way around: Beer created civilization.

“It’s the other way around: Beer created civilization.”
Yep.
That’s the way I see it.
What “great power nation” through out history, didn’t have a good or great beer?
Answer: “Not very many.”😀

Technically yes. You can make it from rice. I have never had any of it so I don't know how good it would be.
Beer is one of the oldest[1][2][3] and most widely consumed[4] alcoholic drinks in the world, and the third most popular drink overall after water and tea.[5] It is produced by the brewing and fermentation of starches, mainly derived from cereal grains—most commonly from malted barley, though wheat, maize (corn), rice, and oats are also used.

I think they used other agents to make it bitter but who knows? Hops began widespread use in the 9th century AD.

“Without hops is it beer?”
Maybe or maybe not. Would be my answer.

It was without hops for the first 9000 years. Hops started being added to beer about 1100 A.D. before that the most common additive was a mixture of spices called gruit.

I bet that they had Chinese takeout 9,000 years ago, too!

I’m sure beer antedates sailing the open sea, drunken ideas are often quite daring, and as the hangover hits and the boat bobs, everyone would be too busy loosin’ it over the side to turn the boat around.

99 pots of beer on the wall
99 pots of beer
Take one down and pass it around
And they’ll find 98 pots of beer on the wall…..9000 years later.
