The Spencers are well known for producing redheads. Diana’s brother the present Earl Spencer is one. We know Winston Spencer Churchill as an old bald man but in his youth was a redhead. When his hair was cut from the then customary “locks” about the time he turned five, they were preserved and can be seen at Blenheim.

Early days maybe. Though I’m sure you don’t mean to imply it, “money from the tax payers” makes it sound as though taxpayers are offering him money.
Thus endeth my involvement with this Brit phenomenon which, as an American, I can only view with amusement.
