Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’.
"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.
Difficult truths will soon see the light of day.

I suspect you’re right. Q has often said, “FISA cuts both ways”. But POTUS didnt take office with evidence in hand to warrant a FISA. The Q team/POTUS had information upon arrival but didn’t have the US Gov’s process for FISA completed.
Maybe it took several months of applicatoin and clearing hurdles of FISA, and then official ramping up for FISA investigation(s), and October 28m 2917, the FISA effort launched with RICO specialist John Durham leading the litigation and Q working to pave the way for the public to anticipate and grasp the complex information John Durham’s investigation would reveal (”This is why we’re here” Q).
It's also the letter "F" in American Sign Language (ASL).
Maybe, in context at West Point, as "F U"? 18-19 year old boys will be boys.
This would also makes some perverted sort of sense for the ladies of the evening in Vietnam?
