If we’re going to go by the amount of evil somebody actually accomplished....OK. Fair enough.
By that measure:
1. Mao Tse Tung is easily the most evil person ever. He starved at least 35 million and maybe as many as 50 million Chinese people to death and that’s to say nothing of a few million more murdered right after the Communist takeover and a few million more during the “Cultural Revolution”.
2. Again an easy choice. Stalin. He murdered way more than Hitler. The estimates are 25-30 million in his death camps, through deliberate mass starvation inflicted on the Ukranians and others, the firing squads that were a constant hallmark of his regime, etc.
3. Then Hitler. It was more like 11 or 12 million who died in his death camps. People always mention the Jews and yes many were murdered there but there were a lot more victims than just Jews.
4. Probably Genghis Khan comes next. The death toll he inflicted will never be known but it was staggering.
5. Maybe Alexander? Other “great conquerors” like Napoleon, Tamerlane, Julius Caesar, Attila the Hun etc racked up staggering death tolls. This is what prompted Lord Acton to rightly observe that most “great” men are really evil men.
I’d add Leon Trostsky to the List of Notable Russian Madmen. Totally amoral, slavishly devoted to the idea of “revolution,” whatever that was, and remorseless in his pursuit of it, I suspect as an end in itself rather than a means toward anything.
Charles Darwin.
It could be argued that his evil myth - the theory of evolution, or, Darwinism — gave rise to demons like Karl Marx, Margaret Sanger, and Joseph Stalin, among others.
Charles Darwin was a truly evil man.
Really, the only one who could accurately assemble this list would be Lamont Cranston.

That's why I laughed when Bill and Melinda Gates promised $10 million for mosquito netting to send to Africa. If they really wanted to save lives, they'd have lobbied to repeal the ban on DDT.
I would rate Vladimir Lenin higher because he perfected the methodology of totalitarian rule adapted by Hitler, Mussolini and most of the tyrants in the Communist bloc and the Third World.

I was pleased to see Margaret Sanger at number 2. She was/is a first-class demon (what else could she be?) and destroyer of people and society. And is Hitlery’s self-admitted mentor. Enough said on these evil ones.
