What is significance of AG declaring it official; didn’t Trump already do that?

AG represents the federal government in lawsuits and legal clearance. The President signed the E0 but needed to wait for the AG to clear and authorize implementation.
But Barr had to wait for Congress who were moving to block it.
When Congress failed to carry the votes to override a veto, the President vetoed and Barr immediately authorized the government to carry out the President’s order.
