He met with Mueller for the same reason he met with Romney about SOS. To listen to an establishment derp ask for a job. Once Comey was fired, the cabal had to have someone in place to continue the coverup. Mueller as FBI director could have performed that. Mueller undoubtedly heard something from Trump in the meeting that indicated he would not get the job, and the next day, RR made him SC so that he could do the coverup another way.
I can guess. Since it seems that some people were aware that these indictments were in the can, Mueller's bonafides were enhanced with the deep state. The purpose of this whole ruse was to deflect away from the real investigations going on behind the scenes totally leak free. Look at how much stock the Democrats took in Mueller's upcoming report. They expected indictments and lots of them. What they expected and what they got are very different things. The Trumps never seemed to be worried so that tells me that they knew what we didn't.
