Maybe by delaying the signing of the bill, POTUS negates all the legal stay papers filed by the Dems. They may have listed Feb 15 as the signing date...which would be WRONG. So they would have to re-date and refine all their paperwork— AFTER President’s Day.
He gains 5 days before he can be stopped.

And that is certainly one aspect I think!
Perhaps Greg Abbot TX Gov could cover the President’s Left Flank and declare an emergency on the TX border that requires Federal Help! Then, POTUS signs and immediately seeks a declaritory judement in a Texas Court that the National Emergency is valid law. After that, Ds need to file in Texas to challenge in response to the the declaritory judgement. POTUS continues to build Wall in TX, the longest unsecured portion of the border.
