He is wearing the branch insignia of the US Army Corps of Engineers on his uniform. What else would you expect from an officer of Engineers? Although, it is unusual for a General Officer to wear branch insignia (He's wearing the three stars of a Lieutenant General on his shoulder boards)

You could be right...I’d have to dust off an old law book to see if a pocket veto requires Congress to not be in session. Since they never go out of session any more, there would never be a chance to have one occur. I don’t recall ever reading about a law coming into effect because the President didn’t sign it in time, but maybe that’s how it works. I would have known when I took con law, but that was a long time ago.

Nope, you were right. Pocket veto only happens if Congress is out of session. They never go out of session any more.
A pocket veto occurs when a bill fails to become law because the president does not sign the bill and cannot return the bill to Congress within a 10-day period because Congress is not in session. ... Congress can override the veto by a two-thirds vote of both chambers, whereupon the bill becomes law.
If the President signs the bill, it becomes law. The President might not sign the bill, however. If he specifically rejects the bill, called a veto, the bill returns to Congress. ... If the President takes no action at all, and ten days passes (not including Sundays), the bill becomes law without the President’s signature.
