The Constitution, Article One, Section 9, states (if I have this right):
No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public money shall be published from time to time.

No! No! It is (hopefully) positive... a (cervical) surgery that I have been told for almost 30 years that I am NOT a candidate for - I now find to my surprise the surgeon lobbying for doing it.
