I most definitely agree with you that the above is an interesting turn of phrase. But, while I like it — and similar colorful expressions that he uses — this writer needs to familiarize himself with some basic composition standards. The “it’s” that appears right before the aforementioned phrase is one example of his errors.

Only if you count Romney. If this guy is resigning now, that’s down to 51 excluding Romney. Unless the current Gov of Kansas appoints a replacement before the DEM Gov. is sworn in on Jan 14.

He’s not resigning. He won’t seek reelection in 2020, when he’ll be 84 years old.
