My 2 pesos: I believed that Soros funded the Caravan, which triggered the concern for "National Security" which justifies Trump's use of Defense funds to build the wall. Without the Soros funded Caravan, it would have been hard to justify using Defense funds to build the wall. :)

No I think he is thanking Mr. Soros for creating the conditions to allow POTUS to exercise his emergency powers.
