Not all of them, just some of them. Mockingbird was CIA, so it is not beyond reason that a foreign co-ordinator could do similar. We are in a transnational era.
The diagram in the q-drop was classic org-chart, material flowing through layers of management. Some press and some politicians parroting the company line is the first layer.
JMO -— HRC & BH0 are WAAAAAAAAY too stupid to be in charge. They are certainly evil and responsible for many crimes, and they may even think they are in charge, but I would place a very large bet that someone higher up on the pyramid of evil is pulling their strings.
