The division of the DOJ in which Rebecca Bond works has nothing to do with what the Dossier involved. They were running it though counterintelligence and her section was Deputy Assistant Attorney General for Civil Rights. She would not have had anything to do with the investigation.

Rahm Emmanuel left the White Hut in 2011 when he was elected Mayor of Chicago and had not been a White Hut staffer or advisor since then.
