Q seems to be telling us that Nicholas Rasmussen, (an IMPORTANT name to remember) was the head of the NCTC (National Counter Terrorism Center) and was replaced by Russel Travers. Rasmussen is now the senior director of the McCain Institute’s Counterterrorism Program.
Travers had been previously assigned as Defense Intelligence Liaison to British Intelligence in London and also worked on Wikileaks investigations.
Q wants us to think of the FISA report and White House meetings between John McCain and Obama, Brennan, Comey, Rice, and Clapper.
And then Q mentions the current head of the CIA who also was assigned to the UK and was considered a Russia expert, Gina Haspel.
This is all tying together nicely and looks to be the outline of a grand conspiracy that goes all the way up to Obama. Gina Haspell and this new NCTC guy must have the dirt on Rasmussen and all the other co-conspirators listed by Q.
If what they know regarding McCain's/UK/MI6 stuff comes out, and it leads to the Obamaites Q listed, it's gonna be beyond BOOMage.
And, as we know, they have it all. Let's hope Haspell and Travers are white hats. I think they must be, but one never quite knows, does one?

It seems a decent enough theory, and there are those who are on that team in FReeQville. Q says this about it.

There is evidence to suggest that Avenatti was put on the Stormy Daniels case, and paid, by Al-Waleed and perhaps some others of the Saudi Royal family, before they were taken out of power. And he may have ties to the Clinton machine.

Q is saying that this indictment was "unsealed". Q asks, "Tracking?" which sounds like he's asking us and the anons if they are tracking unsealed indictments. You know, for like Jack Black's scorecard or something.

They include instructions for compromising a wide range of common computer tools for use in spying: the online calling service Skype; Wi-Fi networks; documents in PDF format; and even commercial antivirus programs of the kind used by millions of people to protect their computers.

A program called Wrecking Crew explains how to crash a targeted computer, and another tells how to steal passwords using the autocomplete function on Internet Explorer. Other programs were called CrunchyLimeSkies, ElderPiggy, AngerQuake and McNugget.

The document dump was the latest coup for the antisecrecy organization and a serious blow to the C.I.A., which uses its hacking abilities to carry out espionage against foreign targets.

The initial release, which WikiLeaks said was only the first installment in a larger collection of secret C.I.A. material, included 7,818 web pages with 943 attachments, many of them partly redacted by WikiLeaks editors to avoid disclosing the actual code for cyberweapons. The entire archive of C.I.A. material consists of several hundred million lines of computer code, the group claimed.

In one revelation that may especially trouble the tech world if confirmed, WikiLeaks said that the C.I.A. and allied intelligence services have managed to compromise both Apple and Android smartphones, allowing their officers to bypass the encryption on popular services such as Signal, WhatsApp and Telegram.
