You are correct of course. The accuracy that was quoted must be simply the total error in the full system measurement.
But, IMHO, still an amazing accomplishment.
It still sounds impossible. If they can really do it, more power to them.

It would be much more impressive and practical if they could use this knowledge to really help people on earth. A few examples: stop tornadoes from forming, or accurately predict the exact path a hurricane will take (far enough in advance to be helpful), or cease all media coverage of Hillary Clinton and Maxine Waters.
