The Signals Intelligence Service was the original US Army Cryptologic unit that was started after WWI and ended in 1942. This Army element is pretty much what became the modern day National Security Agency (NSA).
Another SIS, which Ive posted, is the British Secret Intelligence Service or MI6. Their equivalent of the CIA.
HOWEVER...
In doing some additional Rabbit Hole Spelunking, I am leaning toward something a little different.
SIS *also* means the Schengen Information System. The Schengen agreement is a foundational document that is the tie that binds a lot of the other European Union agreements in matters of trade, taxation, migration, border controls, etc.
The Schengen Information System (SIS), ...is used by twenty-six European countries to find information about individuals and entities for the purposes of national security, border control and law enforcement. What tripped my trigger was EU Law Enforcement. I posit that, since Q has consistently emphasized the global nature of corruption and clean-up (WW), that the Schengen IS may be an important player in rounding up Euro trash.
I humbly suggest and submit that the Schengen Information System be considered in Swordmakers Lexicon as a possible decode for SIS in Q post #1334.

I should point out to you fine FreeQs that every user posting from an iPhone, iPad, or a Mac computer have both the endash and emdash available to them on the keyboard of all three devices by keystrokes. . . as well as regular hyphens.

There are 223 ASCII estandard characters accessible from the iPhone/iPad virtual keyboard merely by holding a key after touching it, or doing the same with a modifier key. The same is true on a Mac keyboard, which can present the user with a numbered list of alternate characters including accented and foreign language versions of a character or symbol. Once the list is display, merely press the number of the character you wish to choose.
For example, for the letter e one can select e, ė, ę, ē, ê, è, é, or ë, and of course in upper case Ė, Ę, Ē, Ê, È, É, and Ë. I did not have to look up any ASCII tables or esoteric codes to enter those characters. It makes creating very complex, unbreakable passwords very easy.
On the IPhone or iPad, to get the emdash, which is what one should properly use instead of a hyphen to separate thoughts, from the numeric keyboard, press and hold the hyphen key. . . then slide your finger past the bullet () and the endash () choices to the emdash () selection and release. Voilá. An .
