The answer is real simple. California gov’t officials have a policy of letting violent, crazy “homeless” people live freely on the streets of California.

Because he is probably schizophrenic and following his "voice." I know a family of them, known them for ̀50+ years, nine siblings now the oldest is 73. Of the nine 5 are schizo, I guess one is supposed to call them "bi-polar" now but schizophrenic and paranoid schizophrenic are more precise. One of the brothers talks to his other in front of whoever. He is the one that I think is actually dangerous. His voice impels him to acts of petty vandalism and the family vehicles and houses all have dents and gouges and once a broken window.

This happened just up the road from me. Our boat is in the marina. There was no motive. The guy is a mentally ill homeless person. Apparently he was sitting out on the promenade harassing people before this. The police were called but didnt have an officer to dispatch because they were on other calls. I wont go to the promenade or pier and havent in years. There are homeless everywhere.
