At 6:23 p.m. on Wednesday, authorities were contacted about a man yelling and being disruptive near the Crowne Plaza Hotel, across the promenade from the Aloha Steakhouse.
All Ventura patrol officers in the area were assigned to other calls, so Ventura police used the pier security camera system to observe the man described by the witness, police said. The man was later determined by authorities to be Jackson.

My niece and her husband used to fish off that pier. About 3 years ago they called me and I went down there to meet them. There were homeless people camped out, asleep on the beach all around it. I havent been back.
Down the street from where this happened is a place called Surfers Point. I used to get up and drive through McDonalds and go sit on the rocks and watch the surfers while eating my breakfast. The promenade runs right alongside the beach there. I havent done that in years because of the homeless everywhere.
If Ventura doesnt get the homeless, vagrants, whatever you want to call them away from the beaches and tourist area theyre going to lose a ton of money.
